The California Regional Water Quality Control Board and Caltrans require a SWPPP (Storm Water Pollution Prevention Plan) to be submitted by the contractor to their offices or supervising public public agency for every construction project that results in a cumulative 1 acre (0.4 hectare) or more of disturbed soil area. A SWPPP provides a plan to monitor and limit the quantity of water-borne pollutants and soil sediment allowed to enter natural water bodies during a rain event.
